The AI Governance Problem Fortune 500s Have Already Solved — For Everything But AI

Consider this: A hacker embeds malicious instructions in a document that your company's AI agent reads, overriding your controls and hijacking the agent. As the CISO moves to contain the breach, the CIO investigates which systems were affected and the head of data investigates what data was affected. General counsel needs a record of every decision the agent influenced and the line-of-business owners need to know whether any compromised outputs reached customers.

Responding to an incident requires so many actions from different teams. Ideally, it's organized chaos, like an emergency room. In reality, it's more like Grand Central at the holidays.

That’s because AI governance falls under the jurisdiction of at least six enterprise functions — CIO, CISO, Chief AI Officer, Head of Data, Legal/general counsel, lines of business. Each function has its own controls for its own domain, but nobody’s built a single layer that connects them.

Or rather they have, just not for AI.

A History of Shared Records

SOX, HIPAA, GxP, ISO 27001: these are cross-functional programs that, like AI governance, require those functions to agree on a single shared record. In SOX, that record is the controls matrix. In HIPAA, it's the data processing register. In AI governance, it's a connected record of every model and agent in production, every action they've taken, every owner accountable for them, and every policy they operate under.

But building that record requires something most enterprises don't yet have: the instrumentation layer underneath it.

The controls matrix in SOX was built on top of existing financial data — ledgers, transaction logs, audit trails that already existed in the systems of record. The AI equivalent has no such foundation. Most enterprises don't yet have a registry of every model and agent running in production, a continuous log of every action those agents take, or a graph of which models were trained on which data. Without that instrumentation layer, there's nothing to connect into a shared record.

That's the other half of the work, and it's why even companies that have successfully stood up SOX and HIPAA programs are still struggling with AI governance. The compliance muscle is there. The instrumentation layer isn't.

Building the Instrumentation Layer

Building it requires four things that don't yet exist in most enterprises:

  1. A model and agent registry: A program has to know what is running, who owns it, and what risk class it sits in. In financial controls, that work runs through the Governance, Risk, and Compliance (GRC) tool. For AI, it runs across model registries, agent registries, and the prompt templates the line of business already shipped.

  2. A telemetry stream: This is a continuous log of every action an AI agent takes, tied to an identity, a timestamp, and a data source, feeding into the same SOC and GRC tools security and compliance teams already use. It's what the CISO needs to detect a prompt injection and what the general counsel needs to reconstruct one months later.

  3. Framework-to-control mapping: The EU AI Act, NIST AI RMF, and the state laws coming out of Colorado and California need to be translated into the same control language existing compliance programs use: authority documents into controls, controls into procedures, procedures into evidence. The deadline is shorter for AI than it was for SOX, but the structure is the same.

  4. A lineage graph: A record of which models were trained on which data, which retrieval indexes feed which agents, and which records sit under which retention schedule. This is what makes a regulator's question about a specific AI decision answerable, and what makes the head of data's job possible at all.

How Astreya Builds It

These are new instances of work compliance teams already know how to do. But knowing how to run a controls program and having already run one for AI are different things.   • Pictor — Handles the lineage graph: recording how work actually flows through the organization and preserving the rationale behind every automation decision so intent survives platform migrations.

  • Lynx — The early warning the operating cadence runs on, surfacing recurring incident patterns, data quality gaps, and SLA risks before they escalate into the human queue.

Together, these tools build the instrumentation layer that makes a single record possible — one that can defend every framework commitment and reconstruct any agent decision the auditor or the board asks about.

The Regulatory Clock Is Ticking

The EU AI Act is already in force. Colorado, California, and other states are following. Companies that build the instrumentation layer now won't be scrambling when regulators come looking. The compliance model is already there. It just needs something to run on.
